The Challenge

Across the Caribbean, climate governance is hindered by fragmented communication, unequal access to platforms, and limited opportunity for communities to shape policy. Civil society, youth networks, and community organisations are active in adaptation, but their efforts remain siloed within national borders. The absence of cohesive regional mechanisms weakens the Caribbean’s ability to set narratives, access finance, and articulate shared priorities.

Without coordinated action, community-driven adaptation will remain under-recognised, under-funded, and disconnected from the institutional processes that shape long-term resilience.

From 2026 to 2028, TCF serves as the Trinidad and Tobago implementing partner for the Caribbean under the GA-LLA programme, which is led by IIED globally and coordinated regionally by CANARI. Our work programme will deliver two linked workstreams:

Citizen Environmental Journalism (CEJ) builds community capacity to document and communicate locally led adaptation, generating credible, people-centred evidence from the ground up.

Caribbean Climate Week (CCW) is a coordinated regional platform that brings frontline stories, regional priorities, and key actors into national, regional, and global policy spaces.

Together, CEJ and CCW close the loop between local documentation and regional mobilisation, transforming how Caribbean adaptation needs and solutions are seen and championed.

Programme Goal

To enhance the visibility, coordination, and influence of locally led adaptation across five Caribbean countries by empowering frontline communities to document their experiences, share evidence, and collectively advocate for equitable and effective climate action from 2026 to 2028.

Working Across the Four GA-LLA Components

1. Adaptation Actions. Equip trained partners to document, amplify, and communicate community-level adaptation work.

2. Evidence and Knowledge. Generate a regional, people-centred evidence base through journalist training, story documentation, and knowledge product development.

3. Influencing. Open a dedicated Caribbean arena for regional leadership through Caribbean Climate Week and policy advocacy at UNFCCC COPs and beyond.

4. Learning and Capability Building. Embed continuous learning through a shared MEL framework, cross-country exchange, and a regional Knowledge Hub.

Programme Objectives

• Enhance the capacity of community organisations, youth, Indigenous groups, and civil society actors across five Caribbean countries to generate, share, and communicate evidence on locally led adaptation through strengthened storytelling, journalism, and collaborative knowledge processes.
• Establish cohesive regional mechanisms that connect country-level LLA experiences to coordinated advocacy, enabling at least five countries to participate in shared policy dialogues, regional learning exchanges, and public engagement through a structured Caribbean Climate Week platform.
• Increase the visibility and influence of community-driven adaptation priorities by disseminating people-centred evidence, facilitating multi-country engagement, and elevating frontline perspectives within national, regional, and international climate discussions.

• Supporting expansion of the citizen environmental journalism cohort and mentorship structure

• Hosting or convening sessions at national or regional Climate Week events
• Contributing technical expertise, platforms, or audience reach to extend programme impact
